READ ABOUT HOW THE CALIFORNIA DEPARTMENT OF EDUCATION IS FAILING CALIFORNIA'S STUDENTS:    

This article discusses what Professors Karyl Ketchum and Thomas Peterson discovered when they visited the CA Dept of Education Office of Equal Opportunity in the spring of 2014 and on behalf of OCEC.  Namely, that this state office - which is tasked with investigating complaint appeals related to bullying, discrimination and harassment - DOES NOT USE COMPUTERS (COLLECTS NO DATA); HAS NEVER RULED IN FAVOR OF A STUDENT IN A CASE OF BULLYING OR DISCRIMINATION AND, HAS NEVER CONDUCTED A SINGLE INVESTIGATION IN RESPONSE TO COMPLAINTS OF BULLYING.
